Railway Signaling Feasibility Study Consultancy
The objective of this contract is to provide a technical proposal for a feasibility study to determine the benefits of implementing a signaling system on the Ugandan railway network.
A technical study has been carried out on various railway signaling options to improve the existing network in Uganda operated by the Uganda Railways Corporation (URC). Currently, the network has minimal signaling, which limits capacity, safety and operational efficiency. The implementation of modern systems such as automatic block signaling, automatic train protection (ATP) systems, electronic interlockings and digital technologies was analyzed to optimize operations and improve safety. Key factors such as the required electrical power, reliable communications, efficient level crossing management and fencing protection are also addressed. In addition, technical, financial, and operational aspects are evaluated, risks are identified, and specific recommendations are made to ensure the viability and sustainability of the project.
The study recommends a move towards automated and centralized signaling, emphasizes the importance of training local staff and ensuring interoperability with neighbouring countries in order to strengthen the Ugandan railway network in terms of safety, efficiency and competitiveness.
The technical solution selected as an alternative in the study offers a qualitative leap in the operational efficiency of the Ugandan railway network, significantly improving safety by preventing train collisions, optimizing the flow of rail traffic, and significantly reducing the need for human intervention through automation. The system allows for centralized control of rail traffic, adaptable to any line with no restrictions on the number of stations or tracks, and provides a flexible architecture that facilitates future expansion.
